What make some people in India's neighbourhood to call us dirty and poverty ridden country?

Yes, 41.6% people in India are poor. But I am sure that they must be living in better condition than those in our neighbour countries. Its just 41.6% people, but why I saw a Sudanese was calling us a country of 1 billion poors living in Slums? India, with the nation estimated to have a third of the world's poorest. We are part of poor nations. Where is Sudan, Sudan or Sudan?
