Why do all Puerto Ricans live off of Welfare/Its time for those Illegals to go back home and fix their country?

I believe Puerto Ricans are automatically American citizens because Puerto Rico is an American territory. In fact, yes, they ARE. I'm SURE. So they can't possibly be illegals, and this question is discredited.
